Ir LEE Shing-see, GBS, OBE, JP



Ir LEE is the Chairman of the Construction Industry Council.  He is an experienced civil engineer and is well versed with issues concerning large infrastructural projects. Ir LEE also participates in community services in Hong Kong actively. He is currently a member of the Airport Authority Hong Kong, a member of the Development Committee of the West Kowloon Cultural District Authority, a Director of the Hong Kong Cyberport Management Company Limited, a member of the Environmental Impact Assessment Appeal Panel, and the Convenor of the Panel on Promoting Testing & Certification of Construction Materials Trade. Ir LEE was the Secretary for Works and Permanent Secretary (Transport & Works).

Mr. Andrew CHAN is the General Manager - Project Management of Nan Fung Development Limited.  He is a Registered Architect and a member of the Hong Kong Institute of Architects and is currently responsible for project management of the Group’s development projects.  He has more than 20 years of extensive experience in building projects involving in different scales of residential and commercial developments.

With more than30 years of practice in the construction industry, Ir Allan CHAN has gained extensive experience in construction project management.  Ir CHAN was elected as the First Vice President of the 66th Council (2011-2013) and the 67th Council (2013-2015) of the Hong Kong Construction Association and an elected ordinary member of the Council of the Hong Kong Institution of Engineers.  He had also served in several public committees and is now participating in a number of professional and academic bodies.

Ir CHAN Siu-hung is the Managing Director – China of CLP Holdings Limited.  He is also the Deputy Chairman and Managing Director of Hong Kong Nuclear Investment Company Limited.
Ir CHAN is currently a member of the HKSAR Government’s Council for Sustainable Development, the Convenor of Risk Communication Advisory Group of the Centre for Health Protection, the Chairman of the Advisory Committee of the Department of Mechanical and Automation Engineering of the Chinese University of Hong Kong and a member of the Advisory Committee of the Department of Civil and Structural Engineering of the Hong Kong Polytechnic University.

Mr. CHEUNG Hau-wai, SBS, JP

Mr. CHEUNG Hau-wai is a professional building surveyor, a Fellow of the Hong Kong Institute of Surveyors and a member of the Royal Institute of Chartered Surveyors.  He is a former Director of the Buildings Department and now the Chairman of the Hong Kong Green Building Council, and the Chairman of Zero Carbon Building.  He has 35 years experience in building control and has a keen interest in building rejuvenation and green construction.

Mr. Paul CHONG is the Director of Southa Group.  He is also the Chairman of the Hong Kong Federation of Electrical and Mechanical Contractors.  With his expertise in electrical and mechanical engineering, Mr. CHONG has served in many public and industrial bodies including: Energy Advisory Committee, Construction Workers Registration Authority, Employees Retaining Board, E&M Industry Training Advisory Committee, Building and Civil Engineering Training Board, as well as Engineering Disciplines Advisory Board of the VTC.

Mr. CHOW Luen-kiu is the Chairman of the Hong Kong Construction Industry Employees General Union and the Vice Chairman of the Hong Kong Federation of Trade Union.  Mr. CHOW was a frontline bricklaying worker before joining the union.  With more than 30 years of experience in the industry, he currently is a Registered Skilled Worker in various trades and a Registered Minor Works Contractor (Individual).  He also held a number of positions in the public service sector including the Construction Industry Training Board, the Occupational Deafness Compensation Board, the Pneumoconiosis Compensation Fund Board.

CHU Pui-kwan

Ir Prof. Reuben CHU is the CEO of Meinhardt in Hong Kong and China overseeing more than 1200 staff in Hong Kong, Beijing, Shanghai and Shenzhen offices.  He has over 30 years experience in consulting engineering and has delivered services to the private sector, government departments, MTRC and London Underground, in Hong Kong, Macau, Mainland, and the UK.  He is an adjunct Professor in Civil Engineering with The HK Polytechnic University and was a part-time lecturer with HK Baptist University in Civil Engineering.

Ir Prof. CHU is currently the Chairman of Engineers Registration Board, and was the President of the Hong Kong Institution of Engineers (2010-2011), Chairman of the Professional Green Building Council (2007-2009), Chairman of the Association of Consulting Engineers of Hong Kong (2006-2007), President of the Hong Kong Institution of Highways and Transportation (2012-2014), Vice Chairman of Hong Kong Architecture Centre (2006-2008) and a Member of the Board of Hong Kong Green Building Council. With his remarkable engineering achievements and service to the community, Ir Prof. CHU was appointed as a Justice of the Peace by the HKSAR Government in 2008. In addition to his contributions in Hong Kong, Ir Prof. CHU is currently a Member of Tianjin Municipal Committee of the Chinese People’s Political Consultative Conference.

Mr. LAI Chi-wah is an experienced unionist.  He is well versed in labour affairs and is enthusiastic to serve the community.  His current services includes Chairmanship of the Federation of Hong Kong Electrical & Mechanical Industries Trade Unions and the memberships of the Disciplinary Board Panel in the Electricity Ordinance, the Automotive Industry Training Advisory Committee of the Quality Framework, Vehicle Maintenance Technical Advisory Committee under the Voluntary Registration Scheme for Vehicle Mechanics, and the Transportation and Support Services Industry Consultative Network of the Employees Retraining Board.

Mr. Robert LAM is a Senior Director at Wong & Ouyang (HK) Ltd.  He studied at HKU and graduated with distinction in his architectural studies.  He has designed and completed many building
projects in Hong Kong including housing estates, office buildings and institutional buildings.  He has been very much involved with the affairs of the Hong Kong Institute of Architects.  He was their Vice President for 2011 and 2012.  He continues to sit on many boards of the Institute.  He is currently a director of the HK Green Building Council.  He is an Honorary Professor at the School of Architecture, Guangzhou University.

Prof. Christopher LEUNG is the Professor of Civil and Environmental Engineering Department at HKUST.  His major research interest is in the area of construction materials, with focus on the development of advanced materials and their applications to enhance the durability and sustainability of buildings and civil infrastructure.  As an international expert, Prof. LEUNG has been invited to deliver plenary and keynote lectures in international conferences in the U.S., U.K., Europe, China and India.  He is a Fellow of the Hong Kong Institution of Engineers, the American Society of Civil Engineers and RILEM (International Union of Laboratories and Experts in Construction Materials, Systems and Structures).  In 2011, he became the first person from a Chinese Institution to be elected Honorary President of RILEM.

Ms. PANG Melissa Kaye is a practising solicitor, and the Managing Partner of Pang & Associates.  She is also a Notary Public, Civil Celebrant, accredited mediator and China Appointed Attesting Officer.  Ms. PANG has substantial experience in commercial and company litigation.  She is also a Council Member of the Law Society of Hong Kong and currently serves as the Chairman of its Standing Committee on Member Services and Pro Bono Committee.

Ir Kevin POOLE has more than 30 years of experience in the building and civil engineering field, with an emphasis on major infrastructure and transportation projects.  He has led the planning, development, design, procurement, construction and project management of a diverse range of multi-disciplined infrastructure projects: from airports & buildings to tunnels, bridges and roads.  As Acting Executive Director, Third Runway he is responsible for the planning, design and execution of the major expansion of Hong Kong International Airport into a Three-Runway System.

Ir Prof. WONG Sze-chun is Chair Professor and Head of Department of Civil Engineering at the University of Hong Kong.  He is Vice-President of Hong Kong Society for Transportation Studies, and was President of Chartered Institute of Logistics and Transport in Hong Kong and Chairman of Chartered Institution of Highways & Transportation (Hong Kong Branch).  He is Chairman of the Education and Examinations Committee and member of two discipline advisory panels of Hong Kong Institution of Engineers.  He is a member of the Town Planning Board and Vice-Chairman of its Rural and New Town Planning Committee, and was a member of Transport Advisory Committee, Harbour-front Enhancement Committee, and Tuen Mun Road Traffic Incident Independent Expert Panel of the HKSAR Government.  He is also a member of the Development Committee of the West Kowloon Cultural District Authority, and director of the Hong Kong Green Building Council.

Mr. WU is a Fellow of the Hong Kong Institute of Certified Public Accountants and the Executive Director of Hsin Chong Construction Group Limited.  He started his career in one of the leading international accounting firms and has extensive experiences in the areas of finance and accounting, dispute resolution and corporate finance throughout the Asian region. He was once the Chief Financial Officer of a financial service group listed in Hong Kong and supervised the full range of financial management, regulatory and compliance matter.  He now focuses on properties investment projects and other corporate development activities.  Mr. WU is also a member of the Appeal Board Panel of Urban Renewal Authority.

Ir Ringo YU is the Founder and Managing Director of Fraser Construction Co., Limited. Ir YU graduated from McGill University, Montreal, Canada with a Bachelor Degree in Civil Engineering and Applied Mechanics in 1982. He is a Professional Engineer and Fellow Engineer in the Civil, Geotechnical and Structural Disciplines of Hong Kong Institution of Engineers. He is the Geotechnical Division Chairman (2010-11) of HKIE and Vice President of the 67th Council (2014-15) of Hong Kong Construction Association. With over 30 years of experience working for both the consultants and contractors, Ir YU is actively serving the public in different public bodies: Construction Workers Registration Board, Hong Kong Green Building Council, Pneumoconiosis Compensation Fund Board and Employee Compensation Assistance Fund Board.
